Unite in federations the workers of all industrial and agricultural pursuits and group them according to their particular branches of production. Each industry will form a special division which will work for itself with its own special conditions of productive activity and related administrative functions.

Wherever possible the workers in the various branches will establish cooperative plants, which will sell their products to the consumers at the real price, including the costs of administration.

This universal organization will work to formally associate the separate industries, and to regulate their mutual interests. The exchange of the products of the cooperative plants will be implemented through the use of so-called labor markets and special exchange money or labor tickets.

By the constant expansion of these institutions the federation will combat capitalism and thus achieve a complete reorganization of society.

At the same time, these cooperative agricultural and industrial measures will also help to facilitate the daily struggle of the workers in the capitalist world.

Through the practical participation of workers in cooperative work, the workers will acquire the understanding necessary for the management of industry and will thus be prepared to bring the wider spheres of social production under their control, until the whole of economic life comes under their control as producers and all exploitation is eliminated.
